A federal judge has determined that the Trump administration’s classification of Anthropic’s artificial intelligence technology as a supply chain risk earlier this year violated the law. In a 59-page decision, Judge Rita Lin stated that national security concerns cannot be used as justification for punishing companies that publicly criticize the government. The ruling found that the administration had unlawfully retaliated against Anthropic for engaging in protected speech and expression.
The dispute between Anthropic and the federal government began in March following disagreements over potential military applications of the company’s AI models, specifically regarding surveillance and autonomous weapons systems. President Trump subsequently ordered a government-wide ban on Anthropic products and made public statements characterizing the company negatively. Later, the government required Anthropic to remove certain AI models from circulation under export control measures. Judge Lin cited the government’s subsequent negotiations with Anthropic and withdrawal of national security justifications as evidence that the original designation was intended as retaliation rather than a legitimate security measure.
Civil rights advocates have praised the decision as a significant victory for free speech protections. The Center for Democracy and Technology characterized the ruling as confirmation that the government cannot use procurement policies to silence dissent or circumvent constitutional protections. Anthropic responded to the decision by expressing support for the ruling while indicating its continued willingness to work cooperatively with government agencies on artificial intelligence initiatives.
