The European Commission has formally classified ChatGPT, Reddit, and Roblox as “very large” online platforms under the EU’s Digital Services Act. The decision came after all three services demonstrated they had reached at least 45 million average monthly users across the European Union, meeting the threshold required for this designation.
Each platform received a specific classification based on its function. ChatGPT was identified as a very large online search engine due to its hybrid capabilities combining AI responses with web searches. Reddit and Roblox, however, were designated as very large online platforms rather than search engines. Reddit operates as a community-focused discussion site where users generate and share content within topic-specific groups, while Roblox functions as a gaming and creation platform where users develop and play games created by other community members.
The new status requires all three services to implement stricter compliance measures by December 31st. These requirements include identifying and addressing risks associated with illegal content, child safety, user well-being, fundamental rights, electoral integrity, and public security. The European Commission will now have expanded investigative powers to oversee these platforms, working alongside national regulators in countries where each company maintains legal operations.
This designation adds ChatGPT, Reddit, and Roblox to a list that now contains 28 very large online platforms and search engines subject to enhanced DSA regulations. All three services were previously bound by the law’s baseline requirements, but their new classification subjects them to significantly stricter oversight.
